What are communication arrangements in S/4HANA Public Cloud?
A communication arrangement in SAP S/4HANA Public Cloud is the configuration that activates a communication scenario for a specific external system. It binds the scenario's inbound and outbound services to a communication system and its users or certificates, and once saved, those services become callable for that partner.
Arrangements are one of four related objects, and integrations only make sense once you see how they fit together.

For example, business partner, customer and supplier integration uses scenario SAP_COM_0008, while enterprise eventing integration uses SAP_COM_0092. You create arrangements in the Communication Arrangements app, after creating the partner in Communication Systems and the inbound user in Maintain Communication Users.
